If I were to check to voltage at the socket of a 3 tube light what should the output be? Have a bunch of 3 tube lights were only lighting 1 bulb and was wondering if its ballast or just a loose wire somewhere. These are brand new lights

The input voltage is 277v

My experience with fluorescent ballast secondaries is that they either work or they don't. I use the tic tracer pen thing to just check each lampholder. Dead lampholder = bad ballast. GE used to make a quick and dirty test tool that was the end of a fluorescent lamp with a neon lamp soldered inside. You'd stick it in each lampholder socket and observe for a glow.
