Safety cover for breaker box

Does anyone seen a cover that we could place over a breaker box that has been installed flushed on the wall? Well the problem is the height, bulding inspector has tag this existing installation in an apartment building. It is 18" off the floor and he thinks that a small kid could get hurt placing something in the box. (please do not ask me who installed that low}, but any way he wants a cover, any cover that protect the face of the breaker box.It is a small breaker box maybe 8" by 11".

Is there a cover, but no door over the breakers?

I'd ask that inspector to sign a change order, and ask him for his address where he'd like to be billed.
