I have a pole mounted transformer in my yard right now and I want to know about a pad mounted transformer and underground service. Is there a way to compel the utility to make that change and do that work?

im sure they will do the work but they might charge you

It doesn't really work that way. The power lines feeding the transformer are run overhead and so they will normally leave the pole mounted transformers.

You can run your service underground from pole mounted transformers. The cable just comes down the pole and goes underground to your house.

To get any real information just call the power company and talk to their engineers about what is possible and the cost.

I have seen a couple properties near me with overhead service where the primary goes underground with a pole at the property line, and a padmount near the structure. I am sure what you want can be done, but its not going to be cheap.

Or leave the pole and take secondary to the house, In my area overhead is free underground is priced per foot.

since the xfrmer is already there, around here the power co will run the secondary down the pole and set a tap box underground, you run from there to your house meter.
