flat counter tops

what is the code requirement for receptacles on a flat or peninsular counter top? i say only one is required 24 x 12 in or more, 2 of my co workers say not one is a journyman & the other has 15 yrs in the trade i just got my masters.who is right?

Yes, at least one is required. Section 210.52(C)(3) covers requirements for peninsular counter spaces. (5) covers where that receptalce must be. The exception applies to flat surfaces.
