Does anyone know what the height requirement for the highest circuit breaker handle in an apartment for disable people is?

Sounds like an ADA question to me, but I still don't know the answer

To go with other ADA reach limits it would be 54" if it can be accessed from the side of a wheel chair, or 48" if only front access is possible.

It depends on what code New Jersey adopts for accessiblity. If it is the ADAAG, go with what Roger says. If it is the ICC/ANSI A117.1, 48" is the max, with no provisions for a 54" unobstructed side approach.
