I'm trying to get an understanding of the code as it pertains to the use of outdoor service disconnects.

If it's installed outdoors(service disconnects)
at the meter can I locate the loadcenter indoors w/o regard to distance from the point of entrance of the feeder?

If the code allows this, does this mean that a 4conductor feeder is to be run to the loadcenter?(2hots, 1neutral, 1grounding) and the outdoor service disconnect is to be grounded and bonded?

Washington State has an administrative code that would limit you to fifteen feet (i.e., maximum distance within the building before hitting a disconnecting means). If you run the conduit in a concrete duct, or under the slab, then the fifteen foot limit does not begin until the conduit comes up from the concrete.
