tie bar - is this a retaining clip

i think this makes it to where both legs trip .a home inspector said client needed a tie bar to hold the breaker together . I am use to calling them retaining clips , are these one in the same

Tie bar, handle tie, used to tie two/three breaker handles together. I prefer the "regular" two or three pole breaker.

Note: Some breakers come with the tie handle such as the siemens 30/30. It is 2 1/2 size double pole 30 amp breakers. (Can't find a pic righht now. Will look)
Retaining clip is used to secure a backfed main breaker to the panel.

I think you are talking about "handle ties". If these are field installed, it will not "trip" both breakers if an overload or overcurrent event happens on one. It does however provide a means to simultaneously disconnect the two. There are few installations in which this is needed. 210.4(B) would be one.

A factory two-pole breaker will generally be "common trip" and it will also be marked so.

If you have a 240 volt load you will need a common trip two pole breaker rated for the load or for the conductors. A handle tie will not be code compliant.
If it is a multiwire circuit feeding two receptacles on the same strap or yoke then a listed handle tie will do, but it has to be listed for use with the breakers which it will most likely have to be the same brand as the breakers.

It will be much easier to just install a two pole breaker and be done with it. :D
