what is a fair pricing for
replacement of service from 60 amp to 200 amp
1 family house
and replacament of service from 60 amp to two 100 amp panels on a two family house

This is one of those questions that has way to many variables to answer with much accuracy with the information you have given, although you will probably get some opinions. ;)

What manufacturers equipment, distance of conductor, wiring method, permit cost, etc...

If you figure $1100 per 100 amps you should be ok and cover all your bases for a velcro service.
Add for extra conduits entering panel or repairs to circuits as needed.

Whatever you can reasonably charge is a fair price. In my neck of the woods, I have a hard time getting $1200 for 100a changeout, but I refuse to lower my prices.
