what did i find

I'm looking to find out what i found while repairing a light fixture that uses par 38 lamps.
It is a small plastic device approx 2 inches long, 3/8" in diameter with 3 leads whi/blk/blu , it has the gte logo on it with letters RP IB. any ideas as to what this is so i can fix my lights and order more for when these go out would be appreciated.

My guess would be it's a Thermal protector.

its a recessed can light.
I think its a thermal protector to. i saw the old submittels for these lights and there is mention of thermal protection per nec.
any clue as to what code number this is in reference to.
