On a recent trip to the East Coast I happen to notice a 3 floor house with 11 seperate meters on the side of the house ?! Any thoughts how this could add up ? It doesn't seem like there is 11 sepereate residences there, any thoughts ?

Another possibility is 5 residences and a landlord panel.

In MA you can find older services that use two meters per dwelling.

One meter for the electric hot water heater and another meter for the rest.

They used to offer a lower rate for electricity used off peak times. The water heater would be on a timer that shut of the power during peak usage time.

This provided the power company with lower demands and the customer with lower bills.

It is just a guess though as I did no see it.
