Do seal tight locknuts have to be used if you enter the side of a raintight panel? You are using rigid metal conduit.

Are you talking about "Sealing Locknuts", if so, I do not trust those to maintain the NEMA rated integrity of the enclosure. I have always used a "Myers Hub w/grounding screw". That way the conduit has something to thread in to and the enclosures rating is maintained.

If you are using a 3R panel and using the factory knockouts there is no requirement for anything more than standard locknuts. All of the factory KOs in a 3R enclosure are below the electrical terminations or equipment.
