Class Two Wiring

What is the definition of Class 2 wiring?.
I was told that a person is not at risk of a shock and that there is no danger of ignition
If a source can also be quoted that would be great.

Class 2 wiring is power limited and defined in NEC article 725, along with the wiring requirements.
