what kind of tool can I get to check my panel box for a loose neutral

If you mean meter, all you need is a voltmeter, but, if you are in there anyway, why not just check the connections with the appropriate tool, and tighten any that are loose.

It should be done periodically anyway, especially in the first few years after installation.

If you are not a qualified electrician, I would suggest that you hire one.

There is some load testing equipment that is quiet exspencive and requirs some training to operate safely as a loose neutral can cause a lot of damage to the electrical system and appliances. but as was already said fror the most part tighting the neutral connections in the panel will eleminate this as a suspect. then it's ether the meter or at the pole but it still could be a multi-wire circuit within the building that can cause this.
