This is a question for your local building department and the state electrical licensing board. Some states offer several "limited" licensing that cover areas you describe without having to become an outright electrical contractor. Some states will not require a license at all. Most local commmunitites will require some sort of certification and license fee to work in the area. I am not familiar with NJ licensing requirements, so I am not too sure what you are required to do.
