Wash DC LV Question

Have a question regarding LV regulations in Washington DC. When ever I have been called to sort out or install speakers in DC the customer has always had the electrician install conduit for the sound system and the electrician had the permit in place already for low voltage.

I've been told DC requires anything over 50 volts to be in conduit. Any one here work in DC and know if that is in fact a DC requirement.
