Where is it stated that conduit is required for CATV, phone, or data (CAT5e) in a 1 hour rated wall surrounding a water heater closet? I am sure I saw something to that effect but cannot find anything now. Thanks

Look at §221 and also ASTM E814.

Additionally the UBC (Uniform Building Code) and IBC will address penetrations in a one-hour wall. Any penetrations have to maintain the one-hour rating. My AHJ interprets that to mean metal or other rated materials. Some AHJ's only require you to seal the penetration with what they consider to be appropriate sealing methods.

Your mileage may vary.

Wayne, the specific instance here is that the cable comes from underground into the wall and passes from the wall up and around into a broom closet adjacent NEVER penetrating, or encroaching into the rated space. Is that penetration? What covers this?

Don't you hate it when you only think you remember something. Does that have anything to do with age?

Not in the NEC. Might be a local thing but I've never heard of it.
