In the code where does it state who and what services can be performed on commercial office buildings in regards to replacing ballasts, switches, and receptacles.

The NEC does not regulate licensing requirements. Licensing is regulated by states or local jurisdictions.

I would recommend contacting your local building department to see what rules are.
