Can you be more specific? What is the panel for? Have you complied with 230.72(C)?

Panel Is For Upstairs Apt. Which Is Located In Downstairs Apt.
This Is A 200 Amp Service Each Apt. Has A 100 Panel. Upstairs Has To Be Moved At The Least Amount Of Cost.

If 230.72(C) is complied with, 110.26 would be your next area of concern.

After those issues are put to rest, it would only be local codes left to check on.

Down here the common method is Meter outside Main breaker outside panel next to it.
But we don't have basements & only an inch of snow every 10 years.
Oh yea & we don't use SE cable for services.
