(in n.j. a one family's backyard). i would like to put to a 20amp circuit on the other side of a concrete pad 4" thick in the back yard. there is a unused 1.5 " pvc plumming pipe under the concrete and goes from one side to the other side. can i use this as means of a wire way for uf cable? or can i install a 1/2" pvc conduit inside the 1.5"?for my gfi outlet.

I feel either method you suggest should be fine as long the existing PVC's sole purpose remains a sleeve.

I agree. The 1 1/2 sleeve is just that, I would however wonder if the depth below grade is adequate. You may need to shove rigid steel or IMC thru the sleeve to satisfy the NEC.
