Sleeving romex thru brick?

I wanna know someone else's take on this. Some county inspectors allow stub outs for the A/C's thru the brick with no sleeve while others want a pvc sleeve installed. Where in the code can this be enforced?

I usually place a 1' stub of PVC in a male adapter out of the back of the disco for this purpose.
