I know it sounds like a stupid question but my instructor challenged us with the question this week and if we got it right we would get 5 points to our grade. If u have an answer please post it. thanks

I will let you do your own homework on this one. I'll give you some info tho. This question was discussed a few weeks ago in this forum. Try and search for it.

ANSI/NEMA WD 6-2002 is the dimensional standard for wiring devices.
Page 17 is titled: FLAT BLADE HOLE LOCATIONS, GENERAL INFORMATION.
Note 1 thereon states, "Hole in flat blade is optional, and it is intended for manufacturing purposes only. However if used it must be located as per dimensions shown above."

I've heard the story from Mike Holt as MDShunk states the holes are for manufacturing.

So you are saying the little holes in the end of the attachment plug are NOT for the enjoyment of the electrons to JUMP through....DANG.....ok I will buy the Manufacturing thing....:)
