Minimum rating of disconnect for remote building

I am unclear if there is a minimum rating for a branch circuit serving a panel board in a remote building. I understand for a SERVICE disconnect with more than two circuits, the minimum is 60A.

I have a customer who is planning to build a 30'x40' workshop adjacent to his house. Minimal loads, mostly lighting and general receptacles. Client requested a seperate panel board in workshop.
