this is something to watch out for. i did a job in which the home had two meters which both looked to be over thirty years old. one of the roof jack fubber seals failed and rain poured down the service mast and into the panel. it took quite a few years to rust out,but never the less it eventually made its way to the service disco. i took out a permit for two meters a week before i started the job. when i finished the job i called for inspection and waited. about 30 minutes passed and i get a call from the building dept. that only one meter was to be allowed and that i could retrieve the excess fees from them. not much consolation for having worked all day. it seems that grandfathering it in wasn't an option.

The first thing we check, on a two family home upgragde, is the tax records, before getting the permit, there are plenty of illegal, two families out there.

did the home have two panels, or was this an old water-heater meter that never got taken out?

it had mother-in-law unit complete with kitchen. the cooking facility had to be torn out by order of the bldg. dept. the old lady probably lived there for over 20 years and probably expected to die there.
