Does anyone know of alternate manufacturers for traffic cabinet locks and keys besides Pelco?

Not really. Traffic cabinets all over the country take the same key. I just find it hard to believe that it seems like there's only one company that makes the locks and keys.

I've tried my keys in many other locations and they do not work. I have 4 different keys just for New York City.
So no, there are different traffic cabinet keys.

Maybe in NYC. I go all over, and have been in cabinets under all sorts of ownership. The door key has always been the same, and the police panel key has always been the same.

Here in Jersey every town can have a different key set, state highway controls were keyed alike years ago, now it may depend on what area of the state your in.

It sorta surprises me to learn that. I suspect that the police key is still the same among all of them. That skeleton key looking key. That sorta has to stay the same.

Yeah that is true but nowdays getting harder to get it keyed alike now due the vandalism and keep the new lock on stock some case it can be far and thin to find the replacement key/lock set.
And some case just intervise [ readapt ] it by using one of the nonstandard padlock style i know one traffic and one streetlight contoller used the same padlock style like hockey puck style which it is very hard to pick in at all.

Probably not. Even master mailbox keys for apartment and condos are different. A NYC postal worker sports a set of keys that'd make a high school janitor jealous.
NYC DOT installed the hockey pucks on traffic controllers because too many cops had keys for the standard lock. Newer ASTC controllers with the auxiliary police door allow access to the flashbar, but the State DOT does not provide the police with keys, and city DOT standard control boxes are either w/o the auxiliary door, or a "NYC DOT plaque" is welded over it.
