If I have a access hole strictly for my J boxes mounted above a sheetrock ceiling in a commercial setting does this article apply. Imo,yes. What are the guard strips that are required within 6 feet of the scuttle hole?

I don't see any problem with that. The guard strips are for atti access holes not and access in a ceiling, IMO
