I have a single phase 400 amp bulldog fused disconnect feeding three panels right beside the disconnect. I have 3 wires in lugs that are designed for 2 wires would like to replace lugs with a stack lug and am looking for rules regarding clearance from lug to front cover. Measurement from front of lug to front of enclosure will be 1 1/2 inches

Take a look at 312.11(A)(3).
I have a voltage of 120/240
I may be misreading this, but 312.11 (A) (3) reads as 1/2'' to the door if under 250v and 312.11(A)(3) reads as 11/2'' to the door

You may also need to be concerned about 110.3(B).
Miss type on my previous post meant to say 312.11 (A)(2) gives me a clearance of 1'' to the door
