Since Article 514 is the ruling text, the answer is NO.

See Diagram 514.3. The kiosk mentioned in the OP would be within the 18” high, 20’ radius, Division 2 location.

In many applications general purpose equipment would be acceptable, but Section 514.7 directs you to Section 511.7 which would prohibit most of the kiosk wiring and equipment.
