On a single family residential dwelling, for a 200 amp rated meter base is the electrician only allowed to wire up to 80% of that rating. If so, is that true for all size meter cans?

A 200 amp meter socket is rated for 160 amps continuous and 200 amps non-continuous ............ which matches exactly what a 200 amp load center is rated for.

So as long as you do the load calculations as instructed in Article 220 and the result of those calcs is 200 or less you may use a 200 amp socket.

As Bob said when you do a load calculation it will take into account the continuous and non-continuous loads. So a service/meter can of 200 amps can be used when the load calc is up to 200 amps.
