Maximum Penetrations in an Enclosure

I was told that somewhere there's a maximum number of penetrations in a NEMA enclosure, on a give side.

Does anyone know where I might find where this is stated and what it is?

Is it 75% of the surface area?

Unless you see the restriction in writing on the instructions or labeling, there is no such restriction that I am aware of.

As long as the raceway is properly supported and the nuts/bushings fit tightly, any number of KOs would be legal.

You may be limited to the size of the raceway given the dimensions of the enclosure. 312.6 and 314.28 come to mind.
