A subpanel would usually require four conductors (SER) not three (SEU).

Personally, I would still use the same SER cable as before, but reduce the feeder breaker size to 60A or 75A. Many times putting in a subpanel is a matter of additional (lightly loaded) circuits, not actual load.

I am with you. I personally have never seen a residential sub panel pull close to 70 amps (not saying it cant happen). So I do the panels the same way and put 70 amp breakers on 100 amp panels.....Done.
