Does 230.70 require a 4-pole disconnect?

Means shall be provided to disconnect all conductors in a building or other structure from the service-entrance conductors
.


In order to disconnect ALL conductors (Grounded, ungrounded & grounding) a 4-pole disconnect would be needed on practically every residential service.

Or, are the grounded and/or grounding conductors not considered service -entrance conductors?

I wonder why they want the grounded conductor to be diconnected. I recently had a case where one of the ungrounded conductor mechanism was welded shut and all the plastic holding the two hots was all melted. If you opened the circuit you would have only opened the nuetral as the nuetral was the only one that would move. This could caused some big problems.
Fortunatly I opened up the cover first to look. ( yes with PPE) If the owner had shut this off the Knife assembly would have hit the cover. and
