ungrounded circuit voltage limit

It has been said that any circuit under 40 volts need not have a ground wire, I have treated these like signal circuits, but what is the rule for ungrounded circuits?

Without knowing more detail, all I can do is reference 250.20, 21, and 22 for alternating-current systems, and 250.162 for direct-current systems.
