Does a stand by generator with a service rated breaker, mounted on the unit, also need a disconnect before it enters a building ?

702.11 Outdoor Generator Sets.
Where an outdoor housed generator set is equipped with a readily accessible disconnecting means located within sight of the building or structure supplied, an additional disconnecting means shall not be required where ungrounded conductors serve or pass through the building or structure. The disconnecting means shall meet the requirements of 225.36. (and also 225.31>225.32)

702.11 States that the disconnecting means must be suitable for use as SERVICE EQUIPMENT. Which, I think, means that you need an enclosure that is service rated. Anyone else see it this way?:-?

The DOI inspectors I deal with have the stance that the breaker on the gen. is not service rated.

If the powers that be rule that the breaker is service rated then you may have other problems to overcome.
If the breaker on the gen. has a cover over it that violates the "readily accessible rule" unless it has an opening in the cover that allows access to the breaker with out removing any thing.
