Can you point me to the right code articles. I have always pulled ground wires. But can I turn a old three phase feed into a 1ph feed buy reidentifying one conductor as the neutral and using the pipe it is in as the ground? Or is that ground wire needed in the pipe?

The re identify question will depend on your wire size. You might also check NEC 200.6

The conductors are #4 thw so I am allright on tagging the black white? tell me if I am wrong. Thanks for 250-118. It is RMC from sometime in the 50s. I will check the continuity of the conduit before i use it as a conductor.

sounds like you are good to go. If you question the continuity at either end due to concentric knockouts or poor alignment, etc. you can always add bonding bushings to the RMC.
