Another EC wants to run PVC in the framing of a fixed (pier or walkway over marsh and water) and intall a junction box under the decking (with an access panel in the decking). From the junction box the EC will install type W cable under the gangway down into the floating dock. The jb will be well out of the datum plane.

The GC called and asked if this was OK. I told him I didn't see a problem with it, but it could be a violation of 555.9 as it requires all electrical connections to be at least 12" above the deck of a fixed pier.

Now we get into the "what is the definition of a fixed pier?".

My dictionary calls it a "structure built to extend from land out over water." That tells me that this "walkway" qualifies as being a "pier." So my inclination is to say you can't have the JB below the surface of this walkway. That said, I think a variance might be a viable alternative, if the walkway is far enough over the marsh to be protected against water intrusion.
