To my knowledge, most ACSR cable has "covered" conductors usually cross-link-poly and these are not recognized as insulated conductors shown in 310.13 and are not recognized as a NEC wiring method.
 
From what I've seen ACSR comes in multiple flavors for a given gauge/ number of conductors. I'm told these are different tensile strengths and insulation thickness, I assume identified by NESC not the NEC. Here they have strange names for each config. like Periwinkle, Conch, Palamino, Grollo, Chola. Anyone know what's up with the names ?
