In my opinion, motor starters definitely fall under 110.26 rules.
I can not see an argument that they are not subject to be worked on while energized.

I don't know how "typical" my work might be, but I'd say if I were troubleshooting a motor circuit, 95% of the time my testing would be at the starter mostly with the circuit energized.
