I was told by an inspector at a school that a U ground receptacle was to placed with ground at the top and then i read that receptacles that are pertruding out would be installed with the ground up now i cannot find it or I was imagining I read it.

The ground pin is longer than the others, so it's always first-make, last-break. It makes no difference which way you put them unless it's specified one way or the other.
