We have seen similar instances where a meter was assigned to the wrong unit, meaning the occupant in unit "A" was paying the bill for unit "B" and vice-versa. :confused:

Take a look at the other meters in the stack, and see if any of them have stopped moving with all your breakers off. Then switch yours back on, and see if the meter starts again.

It could be something as simple as mis-marked meters and/or mains.

30a on a service with all circuits off is not a small current.

No, it is not. But dbuckley says what I referring to when I said that

I'd have thought 3700 watts being dissapated in a small area where it ought not to be is a significant risk of fire. Distribute that 3700W over a few hundred square metres, and its a non-issue.
