Doesn't appear to be. As long as the conductors don't share the same RACEWAY you are o.,k.

Are both the service conductors and feeder in the same raceway or trough? If not, you're OK. They are allowed to be in the same cabinet, especially if it is the main disconnect...how else could you have branch circuits or feeders?

My concern is the feeder will be in contact with the service wire. Does the code enforce me goin out from the bottom of the panel? Or it doesn't matther!!

some pocos and some inspectors will have a problem with that. clearly best practice is not to cross line and load with unfused/service conductors, but it does happen from time to time.
