Have the owner call the inspectors office. You are their customer. Have them explain their misgivings and have the inspector write them a letter that this install meets code. I wouldn't take no for an answer either. The inspectors work the public.

I'm assuming that there was a permit pulled?

If these conductors are installed downstream from the power company conductors this install violates 230.90.
