You have proven your own point wrong.

SE cable has RHW RHW-2 XHHW XHHW- conductors

It is also not prohibited from being used in wet locations (this should be obvious consdiring what the cable is manufactured for)

Also SE cable is sunlight resistant as well. On Alcan SE cable the outer sheath is clearly marked with "sunlight resistant" and it has XHHW label markings for the conductors.
