Are there any restrictions on using tie wraps in a health facility? The I am using hospital grade MC and plenum rated LV comm wire. The ceilings we are running in are not plenum spaces. I have been told that the tie wraps need to be fire rated.

What are you "tie wrapping" to?

Generally, low voltage cables and MC cables would need their own support. Tie wrapping to existing piping or conduits would not be allowed.

About 15 years ago during a final inspection in NJ, I was told to remove all the ty wraps in the panels (5). The inspector realising I was a young out of state contractor that would have done just about anything to get the final, told me he did not like them becaues if one wire got hot they all would.
