It is one of the concrete bunker buildings for a cell tower so the first reply was correct.
Part of the grounding system is well pipe drilled down into the bedrock.

is the heater listed as a raceway? What about conductor temps inside it?
I see many conduit straps missing.
Whats with the ATA case? Does one of the ATT techs moonlight as a sound guy? Working clearance much?
Where do the extension cords go? Whats with the red tape on one of them? Is it a repair?
