Looks like the guy that did that used to be or is a lineman. That's what they do when they connect a hot line clamp to a stirrup on distribution lines going to a transformer

I saw this about 2 times in the past 9 years and thousands of inspections. Have no clue unless they were trying to make a magnet with a piece of pipe

That would be my guess. The local power "experts" at work.:roll:

If only I could fit back there to install it.
The picture does not do justice how tight the space is (was).

We were called in to do a remodel on the med office flie room.
Power needed to come from this loadcenter.
The Water Heater was moved so that we could get access to it, and work clearances were met.
They weren't happy about having to move it, but they conceded.
