If I understand what you are asking, I'm thinking no.

The neutral on the wye is the same voltage to all three phase (it is really a neutral for all three phases).

The neutral for the 120/240 is only a neutral for the 120/240 legs. It has a different voltage to the high leg.

Only with a 240D-to-208Y 3ph transformer.

You can feed a panel, but the voltages will not be 208/120.
