690.64 Supply Side Connection?

I'm trying to determine if this PV system is using a supply side connection which is ok if done in compliance with 230.32(?) or if this is a Load side connection.
The main service panel is an older Siemens product with the meter on the bottom and the 100amp bus bar(s) run to the top portion of the enclosure. There is no one main service disconnect. There are five OCPD's on the main bus. One of them is connected to a feeder for a new sub-panel with 60amps of backfed PV OCPD.

Since there is no main service disconnect do I treat this system as a supply side connection thus making it possible to have 60amps of breakers from the PV system? Or maybe more accurately asked, do I only count the 60amps of OCPD current from the PV system?
