I am bidding a design / build basis job. a small job, some remodel , some new work, service up grade. The specs call for a $20,000 allowance for Recessed & decorative lighting fixtures and dimmers, (materials only; installation cost provide in section 16.) My question is, I did the estimate with value engineering and came up with $5000 worth of items(fixtures and dimmers), I then backed out the $5000 and added the $20,000 allowance, It doubled the bid price. What am i missing here ? How should this work ?

You and the GC or owner need to be more specific. Or agree on certain lights to be used.
Perhaps they have no ideal of the cost.
Or perhaps they had some different lights in mind.
 
I would back the 5K out of your base.

Carry the 20K as a line item on the bid and offer a voluntary line item VE alternate for the fixtures you used in your base.

Spec not too clear than call them or RFI. Most times our spec calls for base bid then add allowance.
