If you have your work inspected by a electrical inspector, Who is liable for the work? The electrician or the electrical inspector?

what is the purpose of a electrical inspector? To protect the customer?

kind of like posting speed limits and other rules of road and having officers to enforce these rules. you also take a drivers examination to determine if you are competent enough to know the rules of the road before you are allowed to drive. This protects you and others who use the road.

electrical exams, codes, inspectors, protection of life and property - lots of similar analogies.

The contractor is liable. That's one of the reasons why he carries liability insurance. If the EI was liable you would see much more thorough inspections.

To get sued they have to prove the electrician did something that was gross negligence right?

Not necessarily, you can be sued for installing the wrong color device.

While the inspector may not be held lible, he will probably still be in court with you. Of course the stock answer for inspectors is, "if it wasn't right, I wouldn't have signed it".
