pedestal ground/bond

sorry for the "silly" questions, just want to confirm-
have a pedestal with meter for lights in a parking lot. there is another pedestal (without meter) with 4 wire feeders, 40A main.
contractor connected grounds/nuetral bar with a jumper. these should be seperated, no?
also- ground rod is in place at both pedestals, however, contractor did not connect a GEC to second (the one without the meter) pedestal.
is this a seperate structure? this one seems a little "iffy" to me...

If the pedestal is fed with a feeder that contains an EGC then the neutral and EGC bars should be kept separate. Under the 2008 NEC an EGC is required to be run with a feeder to a separate structure.

Also each pedestal would be considered a separate structure and if they are supplied by a feeder they are required to be connected to grounding electrode. (See 250.32(A))
